Man who posed 'clear risk' to sex workers jailed

A man who police said posed a "significant risk to vulnerable sex workers" has been jailed.

Sean Morris, 59, of Massinger Walk in Swindon, pleaded guilty to breaching his sexual risk order (SRO) at Swindon Magistrates' Court on 13 June.

Morris, who was arrested in August 2025 for breaching the terms of his SRO, was arrested again on 12 June for further breaches of his bail conditions, which involved him contacting known vulnerable sex workers.

He was sentenced to 20 weeks in prison and placed on the Sex Offenders Register for seven years.

An SRO is a civil order used to manage the behavior of individuals suspected of posing a risk of sexual harm to the public.

Wiltshire Police said Morris had been subject to an SRO since February 2023.

He was charged with the further breach of bail conditions and remanded in custody before appearing in court on 13 June.

'Clear risk'

PC Katie Owers, of Wiltshire Police, said Morris had "repeatedly shown" he was unwilling to comply with the strict conditions put in place to protect vulnerable people.

"His behaviour poses a clear risk to sex workers in our community, and the court's decision to impose a custodial sentence reflects the seriousness of his continued offending," she said.

"We will continue to take robust action against anyone who breaches Sexual Risk Orders, and we hope this sentence provides reassurance to those who may be affected by his actions."

Morris was also ordered to pay a £154 victim surcharge.
