In response to the first early releases, a prison governor tells me: "This is a much needed relief from the pressure we’ve been facing in terms of prison capacity for some time.
"It will probably allow us to get some much needed maintenance work done. But it isn’t going to solve the overarching problem."
"We’re worried about the number of people we’re releasing who are going to be recalled - that is returned to prison for breaching their licence conditions or reoffending," they add.
There were 51,419 licence recalls in the year ending March 2026, up from 40,259 in the previous year - a 28% increase.
