The early release scheme faces criticism but some believe it is a necessary intervention.
Unlock, a charity helping former prisoners rebuild their lives, argues that “people should be given a second chance”.
“The key to success will be the prioritisation of rehabilitation and reintegration activities in prison and on probation,” Unlock chief executive Paula Harriott tells the BBC.
Elsewhere, the Prison Advice & Care Trust (PACT) charity says it “acknowledges the necessity of the scheme” which “buys time” for prisons.
But PACT CEO Andy Keen-Downs says the scheme isn’t a solution.
“What we need now is a long-term plan that tackles soaring recall rates and helps people build better lives on release,” he says.
