On the final day of international climate change negotiations in Bali, delegates from opposing sides say they are optimistic about reaching a compromise on greenhouse gas emissions.

The number of positive tests for cocaine use in the British Army rose four-fold between 2003 and 2006, according to a report from the Royal United Services Institute. A dishonourable discharge is likely after a positive test for illegal drug use.
