"True to the motto of this city, I am going to do things differently," Burnham says in his first major speech since launching his bid to become prime minister.
The departing Greater Manchester mayor says he will hand power from Westminster to the UK's cities and regions and make central government "more streamlined".
He also describes how No 10 North would be about "offering new opportunities to extend devolution in Scotland, Wales and Northern Ireland by taking power deeper down".
When it comes to the economy, Burnham says he wants to bring down welfare spending but did not outline cuts to specific benefits. All of these pledges, he says, will be backed by "sound public finances".
But political leaders have claimed Burnham's proposals contain "nothing of substance" and could cause a "summer of chaos".
