Labour leadership 'not just a question of who'
Former Cabinet secretary Lord O'Donnell says there is a case for there being a slow hand-over to a new leader should Sir Keir Starmer choose to resign.
Speaking amid widespread speculation the prime minister will announce a timeline for his departure, Lord O'Donnell, who served under Tony Blair, Gordon Brown and David Cameron, says a change in leadership is "not just a question of who, it's a question of what" policies the party wants to change.
